Informal transport, housing, and employment are often described only as problems, yet they frequently emerge because formal systems do not meet demand. Simply removing informal arrangements can destroy livelihoods without solving the underlying shortage. At the same time, informality may expose people to unsafe conditions, exploitation, and legal insecurity. Effective urban policy studies how these systems function, recognises useful services, protects vulnerable participants, and creates realistic pathways toward safety and legality. Regulation succeeds when it improves conditions without making essential services unaffordable.
