Many public problems persist because individuals can benefit from a shared resource without contributing to its protection. Clean air, secure streets, reliable institutions, and disease control depend on collective action. Coercion can sometimes enforce contribution, but durable cooperation also requires trust that others will comply and confidence that rules are applied fairly. Institutions can strengthen cooperation by making behaviour visible, reducing the cost of participation, rewarding compliance, and sanctioning free riding. The design of cooperation therefore combines incentives, legitimacy, information, and repeated interaction.
